乡村振兴全面推进背景下天津市数字乡村建设水平评价研究

Evaluation on the construction level of digital countryside in Tianjin under the background of comprehensive rural revitalization

摘要: 数字乡村是乡村振兴的战略方向之一,也是建设数字中国的重要内容。天津市作为打造现代化都市农业升级版的典型区域,正在全力实施乡村振兴全面推进行动。但相较于乡村振兴全面推进的新阶段需求,我国数字乡村评价指标体系的建设仍相对滞后,难以明确支撑乡村振兴全面推进的数字乡村建设短板,从而影响了后续政策的有效制定。本文以乡村振兴全面推进为目标,构建了包含6个一级指标和17个二级指标的我国数字乡村发展水平评价指标体系。运用灰色关联度(Grey relational analysis,GRA)法,以农村人均可支配收入为参考序列,基于我国12个典型省市历史数据,量化确定指标权重,形成了支撑乡村振兴全面推进的数字乡村建设水平评价体系,以此来评价天津市数字乡村建设水平。结果显示:天津市毗邻城区的乡村数字化基础设施相对完善,但是数字驱动下的现代农业生产模式转型尚未完成,数字乡村试点示范推广仍有不足。据此,从建设考评体系、负面清单、信息化推广等角度提出政策建议,为天津市乡村振兴全面推进行动提供了决策支持。

Abstract: Digital rural area is a key aspect of rural revitalization and an integral part of building a digital China. Tianjin, as a representative region for upgrading modern urban agriculture, is actively implementing comprehensive measures to promote rural revitalization and requires policy support. However, the construction of an evaluation index system for digital rural areas in China lags behind the demands of comprehensive promotion of rural revitalization. It hinders the identification and resolution of shortcomings in the development of digital rural areas that contribute to overall rural revitalization, thereby affecting effective policy formulation. This article aims to construct an evaluation index system for assessing the level of development in digital rural areas in China. The proposed system includes six primary indicators and seventeen secondary indicators with comprehensive promotion of rural revitalization as its objective. By utilizing grey relational analysis(GRA)method and using per capita disposable income in rural areas as a reference sequence, historical data from twelve typical provinces and cities in China regarding information construction in digital villages were quantitatively analyzed to establish an evaluation system that supports comprehensive promotion of digital village construction for overall rural revitalization. Based on this framework, we evaluated the level of digital village construction in Tianjin. Our findings indicate that while digitized infrastructure is relatively complete in towns adjacent to urban areas, there remains unfinished transformation towards modern agricultural production models driven by digitization. Additionally, deficiencies exist within pilot demonstration projects aimed at promoting digital villages. Consequently, we propose policy suggestions from various perspectives such as constructing assessment systems, negative lists, and promoting informatization with the aim to provide decision-making support for Tianjin's comprehensive promotion.
