Abstract: The new agricultural format is an important way to transform and upgrade modern urban agriculture in Tianjin. At present, a variety of new types of agricultural formats represented by leisure agriculture in Tianjin have made great progress, and their formation paths mainly include: horizontal expansion of industrial chain based on the consumption demand, vertical extension of industrial chain based on increasing added value, and penetration in agriculture based on the integration of modern technology. However, the development of new agricultural formats in Tianjin is facing many difficulties, and it mainly includes: the imperfection of land policies, the urgent need for using technological innovation to promote the integration of three industries, and the lag of agricultural multi-functional development and brand building. In order to break through the above difficulties, land policy should be improved to guarantee the standard of basic farmland, scientific innovation should be strengthened to promote industrial integration, talents should be attracted to adopt new marketing methods and multiple functions of agriculture should be explored to make it more dynamic.
