Abstract: As a major strategic deployment of the Communist Party of China to solve issues relating to agriculture, rural areas and farmers in the new era, poverty alleviation and rural revitalization have historical logical succession, internal unity in theoretical logic, and synergy in practical logic. To achieve an effective connection between the two, there are still difficult problems such as difficulty in following up and changing ideas, difficulty in improving and upgrading the system and mechanism, and difficulty in fully stimulating the endogenous power. Therefore, it is necessary to make overall plans and explore the implementation path to realize the effective connection between the two, that is, to strengthen the research on theoretical construction and gradually improve the top-level design, to promote the innovation of the system and mechanism and promote the integrated development of urban and rural areas, to fully stimulate the endogenous power and cultivate farmers’ subject consciousness.
