Abstract: Based on the practical demands of implementing the rural revitalization strategy and advancing the integrated urban-rural development in Tianjin, this paper systematically investigates the inventory of idle rural houses across the city and sorts out the progress of their revitalization and utilization, before conducting an in-depth analysis of prominent problems and underlying causes existing in relevant work. In view of practical shortcomings including the low revitalization rate of idle rural houses, unbalanced regional development, high renovation costs of old rural houses, single revitalization modes, severe industrial homogenization, barriers to policy implementation, insufficient financial support, shortage of professional talents and low participation of social capital, this study puts forward systematic countermeasures from six perspectives: strengthening publicity and ideological guidance, improving the rural property right system, reinforcing financial guarantee, optimizing spatial planning and industrial forms, perfecting policy supervision, and introducing and cultivating professional talents. The research aims to promote the standardized, large-scale and characteristic development of idle rural house revitalization in Tianjin, in Tianjin.
