Abstract: Scutellaria baicalensis Georgi is an important heat-cleaning medicine with bioactivities of anti-oxidation and anti-ultraviolet radiation through topical drug delivery. The flavonoid ingredients are main efficient components in S. baicalensis, which are suitable for ointment preparation after subtracted. In this study, the best formulation was established by screening excipients of total flavonoids extract ointment. Firstly, active ingredients were extracted by alcohol extraction. Afterwards, orthogonal screening was used to determine the optimal formulation of ointment through investigating the percentage of emulsifier, humectant and the oil phase, in which comprehensive scoring of cold and heat resistance, centrifugal stability, appearance and skin-feeling was set as evaluation indicator. In the formulation screening, multiples composition of oil phase was used, in which the mass proportion of stearic acid/lanolin/petrolatum/glyceryl monostearate was 20:4:15:6. Meanwhile, tween-80 was used as emulsifier and glycerol was usd as humectant. In the selected formulation, the percentage(mass fraction)of oil phase, tween-80 and glycerol was 40%, 5% and 3%. This study provided the basis for the ointment preparation of total flavonoid extracts from S. baicalensis.
