Abstract: Area-based rural revitalization is a crucial pathway for resolving the fragmentation of rural development in the new era. It marks a profound transformation in China’s rural development paradigm toward regional synergy and systemic reconstruction. In recent years, provinces such as Zhejiang, Shandong, Jiangsu, Sichuan, and Henan have actively explored area-based rural revitalization model and achieved remarkable results. However, they also face practical challenges, including inadequate planning guidance, a tight supply of construction land, difficulties in revitalizing existing land resources, unsound interest coordination mechanisms, prominent conflicts between land use and farmland protection, and insufficient management flexibility. To address those issues, it is essential to strengthen overall planning coordination and optimize the spatial layout of land use, broaden land supply channels to ensure reasonable land demands, improve the policy framework for revitalizing existing land to resolve the dilemma of idle and inefficient resource utilization, refine interest coordination mechanisms to stimulate the enthusiasm of multiple stakeholders and strike a balance between land for development and farmland protection to enhance the management flexibility of rural land use.
