Abstract: The point system of rural governance is the system innovation and model innovation, and it is the path choice of constructing the new pattern of co-construction, co-governance and sharing governance. The township government, as the grass-roots political power organization of our country’s villages, is the most important organizer and promoter of implementing the point system management. Taking Xinkaikou town in Baodi District as a typical case, the practice and significance of implementing of points system is introduced, and the existing problems and difficulties is analyzed. In the light of the problems, some suggestions is put forward for optimizing the system, such as promoting the dynamic adjustment of goals under the point-based system, expanding the range of participants involved, increasing the proportion of “Point + credit”, gradually improving the incentive system of the points system, and widely using the digital technology, etc., in order to further enhance the capacity and level of rural governance, and comprehensively build a new pattern of co-construction, co-governance and shared governance.
