Abstract: The integration of fishery, culture, and tourism serves as the core engine for promoting comprehensive rural revitalization, revitalizing traditional fishing culture, and building a new pattern of coordinated development between modern fisheries and tourism. Currently, Tianjin’s fishery-culture-tourism integration faces multiple challenges, including an imbalanced industrial structure, fragmented resource development, and increased pressure on ecological protection. Driven by the urgent need for industrial transformation and upgrading, the practical urgency of preserving traditional fishing culture, and the rigid constraints of sustainable development goals, it is necessary to conprehensively upgrade the development model by taking the reform of the governance system as a breakthrough, scenario innovation as a driver, factor ecosystems as support, and digital empowerment as an engine. The goal is to build Tianjin into a nationally leading demonstration zone for blue economy integrated innovation and a distinctive coastal eco-cultural tourism destination in northern China, thereby providing sustained and robust endogenous momentum for the in-depth implementation of the rural revitalization strategy and the strategy of building a strong maritime city.
