Abstract: Data elements have become the “new agricultural materials” driving the revitalization of rural industries. However, in Tianjin, there are still problems such as insufficient and lagging data collection in agriculture, severe data silos, and applications mostly remaining at the primary statistical level. The fundamental reasons mainly lie in high equipment and processing costs, the absence of data ownership and standards, and a shortage of digital talents in agriculture. It is suggested to build a diversified financial support system, promote lightweight data collection equipment, introduce local data standards and certification systems, strengthen data security supervision, clarify data ownership, improve revenue distribution, cultivate and introduce digital talent, reinforce talent support, and construct an ecosystem for the assetizatian of agricultural and rural data, upgrade the industrial chain with the data chain, so as to empower the modern urban-rural industrial revitalization in Tianjin.
