Abstract: Vegetable is the core foundation for ensuring vegetable supply security and promoting rural industrial revitalization. As an important vegetable breeding base in China, Tianjin has leading technological advantages in the breeding of cucumber, cauliflower, Chinese cabbage and other varieties, but still faces prominent problems such as small enterprise scale, poor connection between breeding, reproduction and promotion, insufficient innovation momentum, and imperfect intellectual property protection system. Based on the latest development data of Tianjin’s vegetable seed industry from 2023 to 2026 and drawing on advanced experience in seed industry development at home and abroad, this study proposes recommendations including seizing the current window of opportunity to cultivate innovative leading enterprises, establishing a collaborative innovation platform for smart breeding, improving incentive-based intellectual property protection and variety rights trading mechanisms, innovating talent recruitment, cultivation, and incentive frameworks, exploring the establishment of a seed industry CRO ecosystem, and enhancing regional collaboration and international cooperation systems. The suggestions aim to provide decision-making references for promoting high-quality technological innovation in Tianjin’s vegetable seed industry.
