Abstract: Irrigation water price is a key link in relation to agricultural reform and development. Reasonable agricultural irrigation water price can arouse the enthusiasm of water saving to realize the sustainable development of agriculture. The composition and influencing factors of the agricultural irrigation water price were analyzed in the paper. The formula of the total cost water price and the operating cost of the pumping irrigation district were derived, and the influence of the different hydrological years on the income of the irrigation project was probed, taking the water price reform in Jiashan County of Zhejiang Province as an example. The results show that the total cost water price is 0.441 yuan/m3, and the operating cost water price of the project is 0.116 yuan/m3 in pumping irrigation project. In the average water year(50% of the precipitation guarantee rate), the annual water fee income is equal to the annual project cost; in the dry year(75% of the precipitation guarantee rate), the annual water fee income is 1.33 times of annual project cost; in the extraordinary dry year(90% of the precipitation guarantee rate), the annual water fee income is 1.45 times of annual project cost. Considering the frequency of different year types, such as wet year, normal water year, dry year, the benefits of water pumping irrigation project can satisfy its own operation and maintenance.
