Abstract: The necessity of Program Design reform and construction for non-computer specialty is analyzed in colleges and universities. Based on Tao Xingzhi's educational ideas, the social demands for information technology and the actual situations of college students, it is discussed the goals and the construction ideas of Program Development for non-computer specialty in colleges and universities, and the construction contents and methods of Application Development Foundation course were put forward.
