我国公共部门人事管理中存在的问题与对策

Research on Personnel Management Problems of Public Sector in China

摘要: 随着我国行政体制改革的不断深化,我国公共部门人事管理体制也在发生着本质的变化。伴随着公共部门职能的不断转型,更加注重公共部门的服务型社会管理功能,因此公共部门的人事管理工作也应与时俱进,进而为公共部门的成功转型打下基础。本文针对当前我国公共部门人事管理中存在的管理理念滞后、人力资源配置不合理、绩效考核缺乏科学性等问题进行了深入分析,并在此基础上提出了人事管理的新观念,以及建立科学合理的绩效考核制度等建议,以期对完善公共部门人事管理工作提供借鉴。

Abstract: With the continuous deepening of China's administrative system reform, personnel management system of public sector in China is also undergoing changes. Along with the continuous transformation of public sector functions, and pay more attention to the service function of social management in the public sector. Therefore, personnel management of the public sector should also keep pace with the times, and thus lay the foundation for the successful transformation of the public sector. In view of the management idea lagging of personnel management in the current public sector, the human resources disposition is not reasonable, lack of scientific performance appraisal, and so on, the questions are carried on the thorough analysis in this article, and on this basis, it put forward some new ideas of personnel management and reasonable suggestions of scientific and reasonable performance appraisal system and in order to provide reference for improving the personnel management work of the public sector.
