Abstract: With the rapid development of urbanization in China, the basic public services of the city are becoming better and better, but urban-rural dual division becomes more obvious. At the critical stage of building a well-off society in an all-round way, the national policy is increasingly intensifying support for the three rural areas. The implementation of the rural revitalization strategy will effectively accelerate the development of rural areas and coordinate the overall relationship between urban and rural areas. Accelerating the pace of rural public service construction and promoting the equalization of urban and rural basic public services will be the key measures for the smooth realization of overall planning. In order to solve the problem of low basic rural public service and insufficient supply, we should deepen the research on the mechanism of basic public service input in urban and rural areas to provide a guarantee for the “short board” in rural areas. This paper systematicly sorts out the relevant research literature, according to the connotation of urban and rural integrated basic public services, the existing problems and related research mechanisms and countermeasure research. This study also proposes the possible development space for further research which will provide reference for future study.

Key words: urban and rural planning, basic public services, input mechanism
