Abstract: Ecological ethics, also called environmental ethics, indicates the moral requirements of human ecological civilization. Ecological ethics requires people to acquire the common belief of ecological civilization and these basic moral norms can have impact on people. The sustainable development of marine program is facing some problems, such as the marine environmental pollution is becoming a more and more serious problem. In order to strengthen marine ecological moral construction, the ecological view and ecological conscience must be publicized vigorously, and a good social environment of marine ecological moral construction must be constructed. Also, the ecological justice consciousness and the principle of mutual benefit must be taken as the core task, and the scope and the depth of education of ecological morality must be enhanced. And the self-discipline essence must be cultivated as the foundation in order to combine the legal system with the rule of virtue in the marine program.
